Effective January 1, 1999, Value Behavioral Health of Pennsylvania, Inc. (VBH-PA) began managing behavioral servcies as part of the HealthChoices program for nine counties (Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington and Westmoreland) in southwestern Pennsylvania.  VBH- PA provides mental health and substance abuse services for approximately 150,000 Medical Assistance (MA) recipients.  The goals of the HealthChoices program are:

• To improve access to health care services for MA recipients
• To improve the quality of care available to MA recipeints
• To stabilize Pennsylvania's MA spending

The Pennsylvania Service Center houses a full continuum services starting with Member and Provider Services, including Network Management and Provider Relations, Utilization Management, Quality Management, Claims Processing, Financial and Information Systems.
